Greek Presidency 2014 - Transport


TRANSPORT
In the transport sector, the Presidency will work to promote crucial issues in the fields of air (aviation), rail, road, transport and horizontal / intermodal topics as well. More specifically, in the area of air transport, the Hellenic Presidency will give priority to the proposal about the introduction of noise related operating restrictions at Union airports, which appears to be mature enough for reaching an agreement with the European Parliament. Equal priority will also be given to the proposal concerning the passenger’s rights, where an agreement within the Council will be sought. Depending on the availability of time, the Presidency will elaborate on other aviation files which are pending. Moreover, the Presidency will work on topics related to the Union’s aviation relations with third countries and international organizations.
 
The Hellenic Presidency will continue work on the fourth railway package with special focus on the proposal for a Regulation on the EU Agency on Railways and other elements of the technical pillar.
 
Our strong interest on rail transport is also reflecting in including the proposal for a Council Regulation establishing Shift2Rail Joint Undertaking in our priorities, as the tool for promoting rail transport research and advancing European rail transport system, as well as industry and market development in this field. 
 
After the Council of March 2014, Greece will "open" the debate for the political pillar of the 4th railway package, aiming to present a Progress Report in Council of June 2014.
 
As regards land transport, the Presidency will aim to reach an agreement within the Council on the proposal amending the Directive laying down the maximum authorised dimensions and weight in national and international traffic of certain road vehicles circulating within the Community. The Presidency also intends to achieve an agreement within the Council on the proposal for a Decision of the European Parliament and of the Council on the deployment of the interoperable EU-wide eCall.
 
Towards the concept “greening the transport system” and within the framework of horizontal issues, the Presidency will labour to conclude negotiations with the European Parliament on the Proposal for a Directive on the deployment of alternative fuels infrastructure (in first reading agreement).
 
Inland waterways are also included in our programme, thus the presidency will work on the Proposal for amending Regulation 718/1999 for the policy on capacity of the European inland waterways system, the part of NAIADES II programme submitted in the autumn of 2013. Acknowledging the importance of the certain transport mode for a number of M-S and for the TEN-T Corridors, we decided to start discussions in the Council, aiming at reaching a general approach in March.
